Signals Before Findings
Before we ever opened a file, the office was showing us what needed to go. And I knew something was wrong before anyone mentioned the program.
The receptionist apologized for the wait.
Employees were digging through stacks of paper.
A broken chair sat in the lobby.
None of those things are compliance findings.
But they are signals.
When we reviewed the program, we found exactly what we expected: backlogged recertifications, inconsistent rent calculations, delayed landlord payments, and staff without the systems needed.
People often think compliance starts with regulations.
It doesn't. It starts with leadership.
That’s why leaders have to fix the conditions that created the problems in the first place, not just the outcomes. And replace them with:
➡️ Better processes.
➡️ Better training.
➡️ Better accountability.
Broken chairs don’t create broken systems, but they sure reveal them.
